The Russian newspaper “Vedomosti” writes about the fact that a new separate law on the Internet will not be drafted in Russia. Instead, only amendments will be made to the already existing law.
This decision was taken at a meeting of the Expert Commission for Internet Freedom and Electronic Communications, which was attended by representatives of Yandex, Mail.Ru Group, the Russian Association of Electronic Communications and other companies. The meeting discussed the concept of regulation of legal relations in Runet, which was developed by deputies of the State Duma and the administration of the President of the Russian Federation.
The concept states that Internet regulation is intended to help reduce the growth rate of computer crime, create a safer environment, and protect the rights and freedom of all its participants. In addition, the issue of copyright protection in Runet must be taken into account. The authors of the concept are members of the State Duma committee for information policy, technology and management of the development of e-democracy under the auspices of the presidential administration and the Information Freedom Fund.
State Duma deputy Robert Shlegel from the political party “Jedinaya Rossiya” explained that at the beginning it was not assumed that it would be necessary to create a separate law on the Internet. In 2010, it was this deputy who informed about the draft law on the regulation of legal relations in the Internet network. At the end of 2012, the deputy announced that the State Duma would draft a law in April 2013.
Shlegel emphasized that the document is not intended to tighten control, but that the opinion of Internet industry representatives will be taken into account when drafting it. However, in January 2013, it was known that the discussion of the concept was postponed due to the fact that information about the meeting became public.
In July 2012, the State Duma passed a law that introduced the registration of banned websites in Russia. The document was criticized by representatives of the Internet industry and rights defenders. Criticism mainly concerned the danger that the law would allow censorship to be introduced in Runet.
