Member of the Committee of the Federation Council for Science, Education, Culture and Information Policy Ruslan Gattarov suggests that children under the age of 13 should be prohibited from registering on Social Networks without parental permission. Ruslan Gattarov refers to the experience of the USA, where this measure already works. This proposal was also supported by the first deputy chairman of the RF Duma committee for information policy, technology and communication Vadim Dengin.
The deputy had previously presented an initiative called “On social networks – only with a citizen’s card”, but it caused a negative reaction from the internet company. In his opinion, the verification of users of social networks will be introduced sooner or later. It doesn’t have to be an identity card, for example a mobile phone can be used to identify the user. He further stated that it is necessary to discuss this issue. Already now, it is often necessary to confirm your mobile phone number if you want to get any service through a mobile operator.
According to experts in the field of Internet security, especially on social networks, children are at greatest risk. Criminals who register under fictitious names post pornographic material, drug information and other illegal information on social networks.
According to the Center for Internet Security in Russia, more than 20% of runet users are minors. They visit social networks regularly and spend more than an hour a day on them.
